PASS and PASSINGPASS and PASSING refer to two methods of assessing services to people who are devalued by society. Brief HistoryPASS 1 was published in 1969 and PASS 2 followed several year's later. These two publications are of historical interest and will be reviewed elsewhere as history, but it is PASS 3 and PASSING that retain importance within the SRV movement. PASS 3PASS 3 was first published in 1975 and an updated version was published in 1978. Written by Wolfensberger and Glenn, it used the principles of Normalization as a base for a method of reviewing the 'fitness' of human services. PASS is still more widely used in the UK than elsewhere, where PASSING has mostly replaced it. A current course on an updated version of PASS 3 is promised, and this may become the base for SRV type assessment in the UK. PASSINGPASSING was published in 1983, thus making it contemporaneous with the transition of the American version of Normalization into Social Role Valorization. In retrospect it is obvious that it fits SRV much better than PASS 3 which is more heavily influenced by the previous formulations of Normalization. PASSING is the instrument of choice for SRV type assessments in North America and Australasia. RatingsPASS and PASSING both use methods of assessing service quality called ratings. Such rating are simple questions about the fitness of a service with a guided decision making process ending in a score being manufactured for that particular area of service function.
