Exclusion from Higher Order Value Systems-     Exclusion from knowledge of, and participation in, higher order value systems     (e.g. religion) that give meaning and direction to life, and provide community.

People who are not valued by society are often denied access to the very moral and social core of society.

Wolfensberger takes a typically 'religious' angle on this, which is less obviously a wound in Europe and Australasia which are noticeably less 'observant' then the USA.
